If you let out a property in the UK, a landlord gas safety certificate is one of the most important legal documents you need. It is also one of the most misunderstood. This guide answers every common question landlords ask about the CP12 certificate, from cost to compliance.

What is a landlord gas safety certificate?

A landlord gas safety certificate, also known as a CP12 or Gas Safety Record, is a document issued by a Gas Safe registered engineer after an annual inspection of all the gas appliances, fittings, and flues in a rental property. It confirms that every gas installation in the property is safe to use.

The certificate is a legal requirement under the Gas Safety (Installation and Use) Regulations 1998. It is not optional and cannot be self-issued. Only engineers registered with Gas Safe, the official UK gas registration body, can carry out the inspection and issue the certificate.

What does the inspection cover?

A CP12 inspection covers

  • All gas appliances owned by the landlord (boiler, cooker, hob, gas fire)
  • All gas pipework throughout the property
  • All flues, ventilation points, and chimneys connected to gas appliances
  • Safety devices, including flame supervision devices and cut-off valves
  • Combustion performance and gas pressure
  • Ventilation in rooms containing gas appliances
  • Visual check for signs of gas leaks, corrosion, or unsafe installation

What is NOT covered

The certificate covers gas appliances and fittings owned by the landlord. It does NOT cover tenant-owned gas appliances, though tenant appliances must still be safe to use in the property.

How much does a landlord gas safety certificate cost?

Landlord gas safety certificate costs vary by location, the number of appliances, and whether the inspection is combined with a boiler service. Typical 2026 prices in Lincoln and Lincolnshire:

  • Standard property with boiler and 1 gas appliance: £70 to £100
  • Property with boiler, hob, and gas fire: £90 to £130
  • Combined CP12 and boiler service: £130 to £180
  • HMO or multi-boiler property: £150 plus, depending on size
  • Urgent or out-of-hours inspection: premium applied

Most Gas Safe engineers charge less when you combine your CP12 inspection with an annual boiler service. The two jobs take similar time and you only pay one call-out fee. This is often the most cost-effective way to stay compliant.

How often does a landlord need a gas safety certificate?

You need a new gas safety certificate every 12 months. The certificate is valid for 12 months from the date of the inspection. It is your responsibility as landlord to ensure the inspection happens before the current certificate expires.

  • Inspections can be carried out up to 2 months before the existing certificate expires without shortening the 12-month validity period
  • You must provide a copy of the new certificate to tenants within 28 days of the inspection
  • You must provide a copy to any new tenants before they move in
  • You must keep a copy for at least 2 years (we recommend 6 years for tax and legal reasons)

What happens if you don't have a gas safety certificate?

The penalties for failing to have a valid gas safety certificate are severe. The Health and Safety Executive (HSE) enforces the regulations and has the power to prosecute.

  • Fines of up to £6,000 per offence at Magistrates' Court
  • Unlimited fines at Crown Court for serious cases
  • Up to 6 months in prison for the most serious breaches
  • Inability to serve a Section 21 eviction notice without a valid certificate on file
  • Potential invalidation of your landlord insurance
  • Criminal prosecution if a tenant is harmed due to unsafe gas

The Awaab's Law effect

Since Awaab's Law, local authorities are taking health and safety breaches in rental properties much more seriously. Gas safety failures are a hazard under HHSRS and can trigger improvement notices and civil penalties of up to £30,000 in addition to HSE prosecution.

Common questions

Do landlords need a gas safety certificate if there are no gas appliances?

No. If the property has no gas supply and no gas appliances, you do not need a CP12. However, if gas pipework exists (even if capped off), you should have it inspected and confirmed as safe. If you later install a gas appliance, you need a certificate within 12 months.

Do live-in landlords need a gas safety certificate?

Yes, in most cases. If you let out a room in your own home to a lodger on a tenancy agreement, you are considered a landlord for the purposes of the Gas Safety Regulations and need a certificate.

Can I do the gas safety check myself?

Absolutely not. Only a Gas Safe registered engineer can carry out the inspection and issue a valid certificate. Attempting to self-certify is illegal and puts your tenants at serious risk.

What if my tenant refuses access for the inspection?

You must make reasonable attempts to gain access. Keep written records of every attempt: letters, emails, texts, and phone calls. If access is persistently refused, you can apply to the court for an access order. Document everything in case of dispute.

Does a new boiler need a gas safety certificate?

A new boiler installed by a Gas Safe engineer comes with a Benchmark commissioning certificate and building regulations notice, but does not automatically include a CP12. You still need a separate annual gas safety inspection that covers the whole property.
